Intermediate Skilled Personnel
For workers with professional skills and work experience who wish to stay and develop in Taiwan.
Program Overview
To address labor shortages, Taiwan opened intermediate skilled work applications for foreign workers in April 2022.
Eligible Industries
Manufacturing, construction, agriculture, fishery, caregiving, and other industries with labor shortages.
Eligibility
Applicants must meet one of the following:
1. Migrant workers who have worked in Taiwan for 6+ years, or have completed a contract and worked for 6+ years in total.
2. Overseas students with an associate degree or above in Taiwan, who meet salary and skill requirements.

Permanent Residency
Foreign workers in intermediate skilled jobs for 5 years may apply for permanent residency if they meet legal requirements.
They must also meet the monthly salary requirement or hold a Level B technician certificate.

Employers hiring intermediate skilled workers do not need to pay the Employment Security Fee.

Salary Requirements
Monthly salary of NT$33,000 or more, or annual salary of NT$500,000 or more.
Skill Requirements
1. Meet one of the requirements: professional license, training course, or practical certification.
2. Salary of NT$35,000 or more may waive skill requirements.

Caregiving Category
Salary Requirements
1. Institutional caregiving: monthly salary of NT$29,000 or more.
2. Home caregiving: monthly salary of NT$24,000 or more.

Skill Requirements
1. Pass Taiwan’s language proficiency test and complete continuing education or supplementary training.
2. Institutional caregiving from NT$31,000 or home caregiving from NT$26,000 may be exempt from skill requirements.

Employer Eligibility

Employers must meet the same requirements as hiring migrant workers. Each permit is valid for up to 3 years.
Quota Calculation

Intermediate skilled workers may not exceed 25% of the migrant worker quota.

Migrant workers, skilled workers, and foreign professionals may not exceed 50% of the total workforce.
Permit Process

Confirm the applicant meets skilled work requirements.

Register the job opening with a public employment agency.

Confirm no suitable local workers are available.

Submit documents to the Ministry of Labor.

The Ministry of Labor issues the permit.
5

Apply for a new ARC or work visa.
