Employer Application Process

Common Questions

Yes. Employers must first recruit locally under reasonable working conditions. If local recruitment cannot meet hiring needs, employers may apply to the Ministry of Labor for a work permit to hire overseas graduates.

No. If hiring multiple overseas graduates, employers may apply for domestic recruitment in one application. The public employment agency will issue one recruitment certificate and list different serial numbers based on the shortage count.

Employers must apply to the Ministry of Labor for a continued employment permit within 15 days after receiving the continued employment certificate.

No. Employers do not need to submit proof of skill requirements for permit extension.
However, if the overseas graduate changes employers, proof of skill requirements is required again unless the salary meets the exemption standard.

Yes. The total number of overseas graduates hired must not exceed 30% of the employer’s average number of employees in the past year.
However, employers may hire at least one person.

The overseas graduate must complete at least 80 hours of one of the following courses and obtain proof or a signed statement:

1. Courses held by the Tourism Administration or recognized industry associations.

2. Internship courses offered by colleges or universities recognized by the Ministry of Education.

3. Tourism or hospitality training courses provided by the employer.

Yes. Foreign students, overseas Chinese students, or other ethnic Chinese students who graduated from a college or university in Taiwan with an associate degree or above are eligible, whether they are still in Taiwan or have already left.

The reasonable salary standard for recruiting local workers for hospitality service work is NT$33,000 per month.

For regular employment, the monthly salary must be at least NT$33,000, or the annual salary must be at least NT$500,000.
For first-time employment, the monthly salary must be at least NT$30,000.
If the monthly salary reaches NT$35,000 or more, the training course requirement may be waived.

Yes. For first-time employment, the monthly salary must be at least NT$30,000.
For non-first-time employment, the salary offered by the original or new employer must be at least NT$33,000.

There is no total working-year limit for overseas graduates working in Taiwan.
